My fiancee has moved following submitting our 129F which is still pending. How should we notify USCIS of her new address? It appears as though the AR-11 form is for those who are already in the US. Or should we just wait until we receive the NOA2 and then inform the embassy of her new address?

You can call USCIS and inform them that you need to update her address. They should do it on the phone for you, if not they will direct you on how to submit it.

Good Luck trying to change it though..

I tried several times, USCIS, NVC, and the Ankara embassy.

They either said they didn't have it (the package), it was in route, or they haven't gotten to it. (both USCIS/NVC told me to wait till it got to the embassy, but the embassy wouldn't bother until they actually had it)

Eventually, I found out Ankara did everything via email (which didn't change), and they shot out the email telling Umit where to go on their site to get the paperwork/instructions. (so no need to change it with them)

So in the end, that was all that was needed for us. (she did update her 325 and sent that with the new application for the visa).

You may want to check with the embassy on how they do it.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.
