I would just like to know what, if any, consequences a restraining order against a person with a conditional green card would have?

If a restraining order is granted, are the parties involved required to notify USCIS of it or can they leave it be just for the protection of the said person?

Depends. If the restraining order is a result of some alleged illegal act, and the person is found guilty that act, then yes. No you don't need to notify USCIS until it comes up in the Criminal history sections of the AOS(I-485), lifting conditions (I-751), or citizenship applications (N-400). You can go to www.uscis.gov and look at the instruction pages for the relevant forms and see what applies to your situation.

If you have a reason to think you need a restraining order and would have one granted, then you should do it regardless of the effect it may have on the persons green card, do it for your own protection. I don't think it requires a conviction of any kind to get a retraining order, so it probably wouldn't matter to the GC holder unless they violated it or had committed some crime that lead to the restraining order. Either way, if you feel it's needed, file for it regardless of what it may mean to the person you are filing it against.
