A DS-230 is not needed if you are filling to adjust status. If you are not filling to adjust status then you have posted this in the wrong section.

Your profile does not say what you are filling for so would more information before your question can be answered.

I'm assuming you've filed for a CR1/IR1 visa? Only because you're sending your DS-230 to the NVC. You will need to send both Part I and Part II. Part I needs to be signed by the beneficiary and Part II remains blank until it is signed the day of the interview in front of the CO.

DOS Form DS-230 Instructions

As for what other documents you need to send, the NVC should've sent you a DS-230 coversheet with a letter telling exactly what you need to send them. You can find the list here.

Thank you.

Then yes you need to complete and sign part 1 and only complete part 2 DO NOT SIGN. As others have said you will have received a coversheet with full instructions of what you need to send from the NVC.

There is a lot of extra things you need to send them. His birth certificate, any marriage and divorce certificate. Police reports from anywhere he has lived since he was 16 years old. Militery records.
