K3 process Changed??

Timeline

My husband received his K3 visa 3 years ago from CDJ. At that time we filed the K3 it got denied, we went the next week and filed the waiver and it was accepted and we reentered the US legally.

I was looking online for a friend that is about to go to her K3 apt in CDJ has the waiver process changed? Are you allowed to file the waiver soon after the K3 is denied? Once you file it do they process it then or do you have to wait for them to process it for a 6 month minum?

Timeline: 13 month long journey from filing to visa in hand

If you were lucky and got an approval and reunion with your loved one rather quickly; Please refrain from telling people who waited 6+ months just to get out of a service center to "chill out" or to "stop whining" It's insensitive,and unecessary. Once you walk a mile in their shoes you will understand and be heard.
