HI,

My sibling is in the process of petitioning for my mother. All paperwork will come to him BUT, can we use MY address as the 'place where she will reside in the US'? Does she have to live with my sibling?

Also, If she has an infant child will that child be able to travel with her? Or will the baby have to wait until she becomes a Citizen?

Two petitions will be filed One I-130 for parent, and another can be filed for sibling "Infant Child" HOWEVER, parent will get immediate visa processing but sibling "Infant Child" will have a BIG problem, Siblings of US Citizens get classed as F4 class which takes YEARS, and YEARS to get a visa number.

It would be faster if parent enters the USA and once they have a green-card they would file an I-130 for unmarried child under age 21 of LPR this gets an F-2A class case with a much shorter wait time.

I am not sure if a person could "Adopt" their younger sibling in this case an infant, but IF they could do that, they would be able to bring sibling to USA as and adopted child, and child would obtain US citizenship this way.

And NO mother will not be required to live with your sibling.

An I-130 in the F2a category will take at least 6 years. There is no way for mom and child to immigrate together on one petition.

I don't think the adoption route will work as the child is not a true orphan. USCIS have regulations in place for adopted children because of the fraud that can be perpetrated by people with cleaver attempts to circumvent the law.
