How to Obtain a Permanent Residency in England

It's for my wife's family. She is a US citizen and husband is British citizen. They live here in the US forever and now trying to move to England. How can his wife and kids obtain a permanent residency without going to process the K3? Moving this coming September 25, 2009.

Help!! Truly appreciated..

From what I know its pretty easy to get a spouse visa for the UK...apparently alot faster then the US k3. For instance, I had a 5 year work permit and visa to the UK. It took the home office less then 30 days to approve an issue the permit and then it took the chicago embassy 1 day to give me a visa.....you'll never get service like that from the US gov.
