Strictly, what is your "official" I-751 submission date? The postmarked date/date you mailed your I-751 in the post office or the date of receipt/date USCIS receives your application? Thanks.

To be safe, the date they receive it.

When USCIS upped the fees in July 2007, they used the "Post Mark" date as a cut-off.

They use the date of receipt. I saw someone here that got it deep da kine as they mailed the petiton a week before the expiration date and USPS took almost 2 weeks to get it to their service center.

GC is automatically cancelled if you are late.

For some reason USCIS has a "thing" about being late for the I-751. They emphazise it at most AOS interviews and have you sign a paper stating you are aware of having to file the I-751.

K1 denied, K3/K4, CR-1/CR-2, AOS, ROC, Adoption, US citizenship and dual citizenship

How about those applications received 1-3 days before the 90-day-window? I'm as curious as the late filers of the consequences. Will they be rejecting those applications outright, since they're basing their initial acceptance on that very important date criteria.

It is best to file the I-751 soon after the 90 day window opens, this allows for mailing and receiving problems.
