Firstly, this is a voluntary scheme - its not something that's being forcibly imposed on people by court ruling.

That said - if there are mental health issues pertaining to some of these people (and I suspect their probably are), its surely questionable as to whether "consent" on their part could be legally acceptable in regards to something like this.

As usual though people get hung up on the "outrage" aspect of what they feel sex offenders deserve, without giving much of a thought to the deeper issues.
