The fact that your mom is accompanying minors does not matter to immigration; your mom will still need a visa of some sort, most likely a tourist visa, which can be difficult to get for your country. You may need to look into the kids flying as unaccompanied minors or you going to get them.

Just go to the airline website and they state their policy on their website - it is a simple go-look-and-see thing so not complicated at all. Most airlines have this policy on their website, however PAL may not since they aren't all that advanced with respect to other carriers.

When your kids are ready to leave with their visas maybe you can ask your mom to apply for a tourist visa and go through the interview saying that the reason your mom needs a tourist visa is to accompany your minor kids.

I think it's better for nanay to have a visa so she can visit her "apos" more often. That's how our culture goes. Good luck and God bless kabayan!
