There is no process as far as I'm aware.

One of the requirements of naturalization is that you are resident in the district where you will be naturalized for at least 3 months.

This requirement exists right up until you take the oath.

If she moves I would think she would have to wait at least 3 months before regaining eligability.

3 months residency requirement is only required before you file the N400. read page 19 in m476. The only thing that I think would affect you if you move before having an oath is that it will take longer because Uscis has to transfer your papers to California office in which, local offices always schedule the appointment 2 months ahead upon receiving the appointment letter.

If ever she moved and has not yet received oath letter, you have to call USCIS to update your address or file change of address online.

It is my understanding that you still need to pass the application criteria at the time you take the oath.

No ,you don't have to. That was my problem too before I filed my N400 cause I am moving in April. So I made info pass and asked it to an IO,and that's what he said, just let them know if you move .

You asked about moving within the same city? Or moving to a completely different state? (and hence a different district)

If you move with an N-400 pending (from the local office jurisdiction to another) you might as well refile. It will significantly delay the processing of your application to the point that it would honestly be easier to start from the beginning (even if you've already had your interview). Please do not move unless its a necessity.

I just work Tier I (civilian) customer service for USCIS and have been in many types of scenarios over the years. I am filled with Immigration knowledge.
