AOS Question Missing Incomplete Information

I filed my Affidavit of support Few weeks ago now I have received Something from NVC regarding that....I'm a student so I have never filed for a tax return....My brother have agreed to be a joint-sponsor....So in the AOS I have included this information:

-AOS Fee Payment Receipt Details

-Reason why I can’t file a tax return Tax return Situation (Petitioner)

- Proof from IRS for myself tax transcripts (Petitioner)

- I-864 Affidavit of Support (My brother I-864)

-Proof Permanent Resident Status (Copy) (Joint Sponsor)

-Driving License (Copy) (Joint Sponsor)

-Social Security Card (Copy) (Joint Sponsor)

-2007, 2006, 2005 Tax Return and W2’s (Joint Sponsor)

-2 Pay Checks (Joint Sponsor)

- Letter Form Employer (Joint Sponsor)

....I have included all of this information but now I have received a letter from NVC stating that there is some missing information that they need I-864 form and my tax information. Or a proof that states I can't file a tax return. But I'm really confused on this because I have gone to the IRS office and obtain a statement that says that I have not filed a tax return. I thought that would be enough for them!!! I'm really confuse what to send them now because I'm a student...My brother meets all the requirement of the AOS...

The thing that I think would be a mistake form my part was I have not field I-864 from myself because I was not eligible to file it???So I have only send my Brother's I-864 form not mine do you think I should have filed out the I-864 form even though I was not employed???so there would be 2 I-864 form one form myself and another one from my brother????

Yeah you have to file one also.
