You can start gathering proof of a relationship and maybe begin filling in forms and gathering other required documents, but you're limited to how much you can do at this point because you have to be able to marry at the time of filing. Until your divorce is final, and then any waiting periods are met if required by your state, you're kind of in a hold. Good luck to you!!

Also, together with all the evidence, they DO require to submit a copy of your divorce decree as a proof that you are free to marry.
