Should I be worried?

OK so I never recieved the NOA2 letter, My fiance never recived Packet 3. But we sent Packet 3 by fax to the embassy in Bogota, We've both made calls and they say they never recieved it, and that they had sent Packet 3 to my fiance.

I'm so bummed out right now, I don't know what to do!! It's been 2 months since my NOA2. What should I do.

Your time line shows 2 months NOA1 to NOA2 is a bit quick, did you contact NVC, or DOS visa services about this? How do you know that NOA2 was sent out?

You will need NOA2 letter later when adjusting status.

I know My petition was approved because I received a letter from the NVC saying that they received an approved petition and that they would forward it to the proper embassy.

and about the NOA2 letter, I called and they said it would take a month for them to assign a person to my case in order to resend the letter. So who knows.

You will need the NOA2 to adjust status for the green card.

Yeah, 2 months was common back then. Sux for us!

As Laura stated, you will need the hardcopy for AOS so you'll need to get a copy somehow. I'd keep calling. Perhaps infopass?
