I-94 card tends to be filled out on the international flight, and is presented to officer at POE when entering the USA, the officer will then attach a part of it to passport called "Departure Record"

It is NOT the visa, and I-94does not convey work authorization unless the POE stamps it with EAD stamp.

You need to apply for SSN within 76 days of entering the USA, after that and EAD card or Green-card will be needed to get SSN.
