I've heard/read somewhere that they instituted a new law and now USCIS is obligated to do something with AOS cases within 90 days, or else. Is this true? Does anyone have any information regarding this and/or links to *.gov sites describing it? What can we do if they've done absolutely nothing since receiving the case (haven't even assigned it to an officer)? What are they obligated to do, if anything?

Not sure about the 90 days rule, but here goes...

http://www.uscis.gov/files/article/NameCheckQA_28Feb08.pdf

See question 3, which defines what the 180 days is.

Basically the memo is saying that if your I-485 application has been pending for MORE THAN 180 days and the only outstanding item is the FBI Name Check then they will move ahead and adjudicate your case. The FBI Name Check will continue to run until completion and if anything adverse is found on completion of the FBI Name Check then they could revoke the Green Card.

This does not mean that an AOS application will be adjudicated within 180 days, as there are many other checks and steps they have to complete.

I believe that they try to give a decision on the EAD and possibly AP within 90 days.

I don't think there is any timeframe on AOS approval within which they are bound to operate.
