Why did they change the name INS to USCIS ??? Did that help out the application processing speed ???

INS was a part of the Department of Justice and ceased in 2003. Many of the functions transferred to the newly created BCIS under the Department of Homeland Security. BCIS subsequently changed its name to the USCIS.

Yes and no... I-130's believe it or not, are being processed (for the most part) quicker, which is causing the K-3 to become more and more obsolete.

Yes and no... I-130's believe it or not, are being processed (for the most part) quicker, which is causing the K-3 to become more and more obsolete.
