If my wife went through a k-1 visa application 5 years ago and was turned down and never pursued it anymore, Then how to answer question 16 on the I-130? Thanks in advance for any help

Question 16 is relating to being prosecuted for violations of Immgration law. Being turned down for a K1 visa doesn't qualify as a violation.
