HELLO

MY FIANCEE JUST HAD HIS INTERVIEW AND WAS TOLD THAT HE WILL BE ISSUED HIS VISA AS SOON AS HE GETS HIS POLICE CERTIFICATE FROM MALI. HE IS A REFUGEE FROM LIBERIA AND HAS HIS LIBERIAN POLICE CERTIFICATE BUT NEEDS A MALIAN ONE SINCE HE HAS LIVED THERE SINCE 2004. HE IS A RESIDENT IN MALI BUT IS REFUSED A MALIAN POLICE CERTIFICATE BECAUSE HE IS A FOREIGNER(THE POLICE TELL HIM THAT). ANYONE HERE HAVE THE SAME PROBLEM WITH THIS COUNTRY AND WHAT CAN BE DONE?

I have not had experience with police certificates in Mali but I do have one thought;

I would ask the legal authority (whoever is in charge of issuing police certificates) in Mali to issue you a statement in writing on official letter head stating that they (police department/legal authority/whoever) cannot issue xxxxxx xxxxxx (your fiance's name) because he is a resident and not a citizen of Mali and that the government (or whoever) only issues police certificates to citizens. It should be signed and dated.

Then I would take that letter back to the consulate/embassy.

This is what I would do in your situation.

My wife had spent some time in Rwanda, and had to get a police certificate from there. So we got in touch with the U.S. embassy there, and they took care of that for us and sent it to us via mail.

I'm not sure if this helps or if you have checked the Department of State website yet, but this is what it says on there:

"Police Records

Available. Certification of lack of police record, Casier Judiciaire Special, is obtained from the clerk of the Mali Court of Appeal, le Greffier en chef de la cour d'Appel du Mali in Bamako. There may be a fee for this service."

My husband had a similar problem with a country in Africa. We went through all the proper channels as suggested by the State Dept to get a Police Certificate but never heard back after our application. As a last resort, I emailed and called that country's Embassy in Washington, DC. They have been extremely helpful and kind to us and put us in touch with a person at the Ministry of Foreign Affairs in that country. They not only helped us get the Police Certificate but also another document we had trouble getting. I highly recommend that route - as Brian noted yesterday.

I also underline what beejay mentioned. If you cannot get help from the Embassy - then a statement from the agency will help support your efforts.

Another sugestion might be to got to Interpol and ask for their help.

Thanks everyone for your suggestions. As soon as my fiancee gets back to Mali he will first go to the US embassy and see if they can help and point him in the right direction. He has asked the person in charge of police certificates before about writing a letter saying that police certificates are not available because he is a foreigner in the country and not a citizen but he would not even do that.
