So I call up the DOS today and they tell me the consulate has already sent Packet 3 to my wife on May 8th. But we still haven't received it  So I sent the consulate in Mumbai an e-mail asking them about it. What do you guys think? Should I just have my wife go to the consulate with completed Packet 3 forms that we downloaded from the internet? How does the DOS know this?
