My fiance and I will be getting married in Novosibirsk, Russia. She has asked me to send amoung other documents something that states that I can legally marry.

She has requested a certified copy of my divorce paperwork, which I already have but she is also asking me for the above document. I live in Tucson, Arizona. I don't know were to get this?

She wrote to me and said that she checked with the local registry office and they showed her some from other Americans in other states who got this document from the Dept of Public Health Services.

Calling this agency here is an excercise in frustration. Does anyone know what this document is called?

Any information would be appreciated.

thanks

Sergio

Sergio,

This document can be difficult to get in the US because it doesn't really exist here. Many people have luck with their Secretary of State's office or the county office that issues marriage certificates. You just have to find someone who knows what you're talking about---might not hurt to call a couple of times or get a manager on the phone.

Alternately, you can get this document at your US Consulate abroad. There is usually a modest fee (less than $100) and it's sometimes already translated for use in the foreign country. It is essentially a sworn statement from you that you are free to marry.

my hubbie didn't have to get one. But the court in Germany had to rule if he was to be release from having to have one.

Are you talking about the certificate of non-marriage? When I went to the City County Building in Detroit (Wayne County) They had templates of those forms, and were able to fill in my name, verifying that I was free to marry. It costed me $40. The city county building is the same place where you get your marriage license here in Wayne County... Hope this helps
