hi room,

I submit my application I-751 end of Feb and received biometrics schedule last March but I didn't receive any package receipt or NOA1 from my application I-751. When I had my biometrics I asked the officer that I didn't received NOA1(receipt) he put a stamped on my passport I-551. My question is am I allowed to travel and reenter USA using I-551?

Yes, the I-551 stamp in your passport is the same as a greencard - it allows you to work and it is your proof that you are legally allowed to live in the US and return to the US after travelling abroad. Apparently TSC is not issuing NOA letters to anyone so many of us are having to get the I-551 stamp in our passports as proof we are permanent residents.
