Bribes in the NBI

I just spoke to my Philippine Fiance. She went through the interview process. She was told her NBI needed more of an explanation as too why it says she has no criminal record. She went to the NBI and offered the man money to fix it so he can add an explanation. She says she has to pay the person 20000 pesos to fix the NBI. Any advice as to what I should do since this is a bribe. I do not want to pay the fee, but I am told that this is the way it is in the philippines.

I would worry about the honesty of the fiance, personally, but maybe I am just paranoid.

When I hear about having to send tons of money to a fiance, it makes my ears perk up. Know of several guys who have been burned that way.

Please tell your fiancee not to bribe those corrupt people in NBI. There are some honest people in NBI.. We just need to find them. :(

In any aspect of life and business, Mexicans see La Mordida (bribe) as a way of one of life conveniences at getting things done in spite of an anti corruption campaign. They will never dig out of this "tradition".

My Fiancee had to get her name changed to get a passport recently. The name on her birth certificate was Maruja, however a different name (Rosalie) was given when she came home from the hospital. School records and employment records and more didn't use her birth name. Rosalie didn't even know she was actually Maruja until recently.

NBI Clearance requirement: "Clearances should be in the applicant’s current name, birth certificate name, maiden name and any aliases or nicknames used, including different spellings you have used of those names."

When she asks for a clearance in these other names (nickname Inday) and they ask her to sign for her request on whatever form, what name should she sign, Rosalie or Maruja or Inday? Her name is now Rosalie, it has been changed, but when requesting a clearance for Maruja/Inday, it seems weird, but right to sign as Rosalie (as requester on the form).

If you need to bride a certain staff, then whatever they're releasing might not be legit. So then you would have more problems to deal with in the future.

As for NBI clearance, under remarks... it'll say "No records on file" if you dont have any record.

In the old packet sent to the applicant, under 2. Required Documents, f. NBI Clearance it says....

Applicants aged 16 years and older must have a valid Record Clearance for Travel Abroad Purposes from the National Bureau of Investigation (NBI). An official letter of explanation from the NBI is required if an NBI Clearance has any of the following notations: "No Criminal Record," "No Criminal Conviction," "No Pending Case," or "With Derogatory Record."

She just needs to go to any NBI office and ask for a letter of explanation concerning the annotation. Im unsure if you need to pay a fee. If she does, im pretty sure it WONT COST PhP20,000.00.

AND HELL NO, thats NOT NORMAL in here. Maybe its normal to HER to pay people to get things done rather than doing it herself.

They are strict about bribes these days, you could get in trouble for bribing..... more so if you are the one accepting bribes. I say, go to another NBI staff and inquire how to request such letter. No need to bribe anyone. It may take longer but you are sure whatever they give you is legit.

"No record on file" is indeed what it says for most applicants. This was the case with my wife and the NBI documents were accepted at both NVC and the USEm with no questions.

I'm a bit confused by the responses here. I had Joy look at her NBI and it says "No record on File" is this what it is supposed to say?

Is she going to need some sort of letter of explanation? Her interview is May 20 so I just want to be clear on this.

In direct reference to the OP 20k Php is a bit on the high side for a *cough* "expedite fee" generally 3 or 4 thousand will get what you need done.

Personally I would call directly to Manila or go talk to the director at that location. I would not even mention about the bribe unless pushed.

It just occurred to me that since she already had her interview, fixing the NBI clearance by changing the text with a bribe will not solve the problem. It will expose an inconsistency in the NBI clearances which the USEM will spot and cause AR or an investigation. Ultimately this will cause NBI clearances to be considered unreliable by USEM, leading to AR and extra DV for everyone. This is already the case with other civil documents, as most of us have found out with long DV delays!

Best just to get the proper legally required explanation.

Your statement brought me relief because thats the same annotation i have on my NBI certificate. Thanks. I guess the NBI office should update the way they annotate the form to "No criminal or deregatory record on file." If the annotation is only "No record on file" one can misinterpred it to mean that they didnt find your record in their files...he he - crazy thought :). I would also wish that the goverment would invest developing a system wherein we could just put in our individually unique index fingers on a hi-tech machine that could instantly produce the NBI certificate...this will give us great comfort rather than wait for one week, two weeks, three weeks for the certificate.

Dont be fooled by entertaining bribes. Fixers are rampant at the NBI, DFA and NSO most of them lurks outside these offices eyeing on unsuspecting individuals esp. foreigners, so be careful it is always best to transact business inside these offices with the right authorities.

So my suggestion to you and your fiancee is to just wait for your visa as im sure they will issue you one after the verification with NBI. IF NBI gave you clearance with the NO CRIMINAL RECORD, that means there was a report but was dismissed already. NBI wouldnt give clearance anyway if there was still a pending case. So please tell her to NOT PAY ANYONE FROM NBI OR ANYONE AT ALL. I went to the process without having to pay for anything except to be polite with the NBI people and they were helpful with all my inquiries WITHOUT HAVING TO GIVE THEM ANY CENTAVO. Its their job anyway. Tell her to not be scared and do the right process, USEM HAS WAYS OF FINDING OUT IF ITS A FALSIFIED DOCUMENTS COS THEY HAVE CONNECTIONS INSIDE NBI (and this i know for a fact now). If USEM finds out that its falsified , your fiancee will be barred from entering USA forever. I am doubting that NBI guy she talked to, he will probably issue her a clearance with NO RECORDS ON FILE (which means no record/reports at all) but when USEM verifies, they will eventually find out its not matching the NBI records. I heard that they can do that with tourist visas (make a falsified NBI clearance that would look exactly the same), cos normally they dont background check on Tourist Visa applicants and they dont get the clearance but with Fiance Visas they do.

If your fiancee has any questions, please tell her to contact me, I would gladly help her at NO COST. I just want to help fellow fiance visa applicants, as much as I can.
