Bribes in the NBI

I'm a bit confused by the responses here. I had Joy look at her NBI and it says "No record on File" is this what it is supposed to say?

Is she going to need some sort of letter of explanation? Her interview is May 20 so I just want to be clear on this.

In direct reference to the OP 20k Php is a bit on the high side for a *cough* "expedite fee" generally 3 or 4 thousand will get what you need done.

Personally I would call directly to Manila or go talk to the director at that location. I would not even mention about the bribe unless pushed.

"No record on File" is this what it is supposed to say?

YEP! That's what you want to see.

I just spoke to my Philippine Fiance. She went through the interview process. She was told her NBI needed more of an explanation as too why it says she has no criminal record. She went to the NBI and offered the man money to fix it so he can add an explanation. She says she has to pay the person 20000 pesos to fix the NBI. Any advice as to what I should do since this is a bribe. I do not want to pay the fee, but I am told that this is the way it is in the philippines.

20,000 is a lot of money. I wouldn't pay for that amount. When it comes to money some Filipinos sure greedy and start seeing dollar bills flying over their heads. But I would say you have to be extra careful in the Philippines. If you give them the opportunity they'll take advantage of you. I'm sure she can do something without paying that much. We all make mistakes, we all learned from our mistakes.

First timer usually gets "No Record on file" same as when you change your status and opted to use your husband surname. When I requested NBI clearance last Nov 2007 using my husband last name I got a remarks of "No record on file" which is right because I aint got record yet since my surname was not the same as before.

Im going to get a new copy of NBI tomorrow I'll let you guys know if the remarks still remain.

Ok guys just went off from NBI, the previous remarks of "No record on file" now its on" No Derogatory Record". As I told you yesterday the first timer applicant will be expected to have a remarks of "No record on file" in able to change the remarks get another NBI copy.

Aside from main office Sta Cruz here are some of the list of sites where one can avail of your Computerized Clearance Processing and Issuance System:

1. Park Square I, Makati City

2. SM Mega Mall (Bldg. B. Basement), Mandaluyong City

3. Gotesco Grand Central , Monumento Caloocan City

4. Tutuban Center Mall 1, Divisoria

For those who are in "hit" go directly to the main office.

it should be "no derogatory record"...ask ur fiancee if she have a credit card and never paid it.I remember my friend told me that before,if u have a credit card and never paid it ur nbi record will be "no criminal record"..she dont have to bribe anyone if she really dont have criminal record right?just tell her to get a letter of explanation from the nbi main office

The first time I applied for NBI clearance as part of my requirements in applying for passport, it says "NO RECORD ON FILE" and when I asked the releasing officer about it, he said it was because it's my first time and I had no record yet in their system. When I renewed my clearance for the interview, it says "NO DERROGATORY RECORD".

BTW, the first time I applied, which is at NBI main office, I had to bribe the guy who did the fingerprinting. When he noticed that I will be using it to travel abroad with USA as specified country, he saw $$$ signs on me. He said from fingerprinting I still have more steps to go and then will wait for at least an hour to for the clearance to be released. He said he can shorten the wait by finishing my clearance himself, meaning he will take my application form on each step and release it right away since he's an employee there. Since it was almost lunch hour and I have been up at 5:00am for my appointment at DFA, tired and hungry, I just said "sure, why not, but what's in for me?" He said all I have to do is have lunch with him and that's all. I told him "how about expedite my clearance and then I'll pay your lunch instead?" He accepted it, in less than 10 mins I got my clearance while hundreds of applicants were still waiting. I gave him Php100.00 and he's as happy as a lark. On my way out, he even escorted me and tried to talk me into having lunch with him. Good thing my friend who was waiting downstairs saw me right away because I was beginning to get scared of him for being too pushy. I tried to remember his name (he got his ID on) in case something unnecessary may arise, I can file a complaint against him. Thank goodness, he just wanted a little money.

I should have reported this but my then fiance said be thankful that it was just a little money to save you from trouble. So yeah, bribing in NBI is common...

Hi Rob,

My clearance has a NO CRIMINAL RECORD remark cos I had a previous dismissed case with my credit card. Before this year, all NO CRIMINAL RECORD, WITH DEROGATORY RECORD, NO CRIMINAL CONVICTION should be accompanied by an explanation letter from NBI (details of dismissed case or case filed). But when I went the main NBI office (I was referred there by the NBI guy from satellite office), he said that they no longer do individual explanation but they just wait for the USEM request which comes in bulk every Friday.

I was interviewed May 12, Monday. I called NBI on friday that week and true enough they received the request of USEM and they will then submit it to USEM the next Friday.

I was so nervous on how the consul will react on my case, that they might grill me about it even if it was dismissed, but to my surprise she just asked what it was and carried on the next topic. She then told me that they will just wait for the explanation of NBI and jokingly commented "and see if you didnt kill anyone". She said everythings good, everythings fine so I know I was approve pending the verification from NBI and NSO.

So my suggestion to you and your fiancee is to just wait for your visa as im sure they will issue you one after the verification with NBI. IF NBI gave you clearance with the NO CRIMINAL RECORD, that means there was a report but was dismissed already. NBI wouldnt give clearance anyway if there was still a pending case. So please tell her to NOT PAY ANYONE FROM NBI OR ANYONE AT ALL. I went to the process without having to pay for anything except to be polite with the NBI people and they were helpful with all my inquiries WITHOUT HAVING TO GIVE THEM ANY CENTAVO. Its their job anyway. Tell her to not be scared and do the right process, USEM HAS WAYS OF FINDING OUT IF ITS A FALSIFIED DOCUMENTS COS THEY HAVE CONNECTIONS INSIDE NBI (and this i know for a fact now). If USEM finds out that its falsified , your fiancee will be barred from entering USA forever. I am doubting that NBI guy she talked to, he will probably issue her a clearance with NO RECORDS ON FILE (which means no record/reports at all) but when USEM verifies, they will eventually find out its not matching the NBI records. I heard that they can do that with tourist visas (make a falsified NBI clearance that would look exactly the same), cos normally they dont background check on Tourist Visa applicants and they dont get the clearance but with Fiance Visas they do.

If your fiancee has any questions, please tell her to contact me, I would gladly help her at NO COST. I just want to help fellow fiance visa applicants, as much as I can.

Hi,what do you mean an explanation regarding criminal record?from what i understood,having no record means that she's clear from criminal liabilities and there's no explanation on that,just my thought,maybe others can give some light regarding this matter.

as to paying somebody to fix the NBI for 20,000(is this right?),i wouldnt suggest that,you're right,that's a bribe it might create big problem in the end.NBI has a division who handles FRAUD and one of those is my former student,the last time i spoke to her she told me that's one of those cases they usually handles.

I SECOND TO THAT!!!!!!!!!!!!! :thumbs: I'VE NEVER EXPERIENCED SUCH A THING. PEOPLE SHOULDN'T GET FOOLED OR THOSE MONKEYS WILL CONTINUE DOING THAT.

Hi, you mean, you can get new NBI clearance even if it's not yet expired? I will get new NBI clearance with my husband's surname, so I will definitely get a remarks "no record on file" and I want to avoid such delays (if this will really cause us delays for the visa), with this, CAN I APPLY FOR ANOTHER NBI THE FOLLOWING DAY OR WEEK?

You can get another copy the following day even if its not expired yet just bring the most recent copy that you have.
