Yes she can. The visa on her passport and I-94 entry white paper should be enough. My wife is currently going to school w/o gc.

if you're talking about ESL school, they don't ask for any paperwork, anyone can go, it's the beauty of public education.

City college gets a little bit more complicated, as you have to prove residency to get cheaper rates.

for residence I was told by the international advisor to keep my receipt when i file and i can use that when I decide to go back to school...you need to have one year from that date though to be a resident and you have to have your green card

Depends on the school. I asked about this because I was worried my GC wouldn't show up in time. Some of them insisted the NOA and I-94 were not enough, and that they wanted to see either an EAD or an AP as proof that I was legally adjusting AOS status. So check with the school
