Military Service Records Requested but Unavailable

I need a bit of help as we have hit a snag in the process. My fiance and I received the packet from the Embassy in Angola ahead of his visa interview, which is good news. One of the papers they request is a record of military service and discharge papers proving you committed no crimes while serving. Unfortunately, my fiance served in the South African military during the Aparteid era. Most individual military records from that era are unavailable as they were lost/destroyed when the new government came into power. He didn't even receive any discharge papers when he left, nor did most other people at the time. What can we do? We have tried for weeks to get these documents but they just don't seem to exist.

We have been advised to submit letters attesting to the fact that the records just aren't available. Is this enough? We are so close and are afraid this may derail the process.

Is there a military office he can go to and get an official letter stating that the records are destroyed/unavailable?
