Timeline

The situation.. a couple years before she met me she was enrolled with a singing agency and bound to go to Japan. They had processed and issued her a passport which they held. They had also collected all her papers including birth certificate and id. After attending singing lessons with her classmates for many months she was then waiting for approval or date to leave. Time went by and eventually told her that immigration rules had changed and she would not be able to go and in order to get back her papers she would need to pay for the lessons. She had no money at the time and didn't pay and let it go feeling there was nothing she could do.

Since I have met here the agency has moved to an unknown location or just don't exist anymore.

Anyone familiar with the process of getting new identification?

Technically, if they took her passport and birth certificate it would be identification theft too.

^^ i agree. best if it is reported to the POEA. they might even have the recruiter's current address on their database.
