Does the child's mother want the child to come to the US?

If the mother of the child does not want the child to leave her home country and come to the US, I doubt very much whether your friend will be able to bring the child here.

We need a few more details to answer your question.

I believe he will need her permission to bring the child to the USA.

If he is listed on child's birth cert, the child's birt can be registered at the nearest US consulate, and a US passport will be issued to the child allowing entry to the USA as a US Citizen.

It is required if you want to claim US Citizenship and get a US passport allowing entry to the USA without a visa.
