Why can't I do a follow to join for my stepdaughter?

Bottom line is why do I have to do a I-130 instead of a follow to join I-824? My wife is a green card holder, her daughter( 9 yo) had a K2 but let it expire and now we want her to come to the states.

What is the best way to get her over here? If it's the I-130 should I as the US Citizen fill it out or my wife? Which is faster out of the Vermont service center?

We just want her with us. I'm going to the PI this month untill march and we would like to get the ball rolling but I want to file whatever paperwork I need before I leave.

US Citizen can fill out the I-130 for step-child, petitions filed by US citizen is faster than those filed by an LPR. Children of US Citizen are unlimited class immigrants verses children of LPR being F-2 Class.

The I-130 is filed to the Chicago so may go to either VSC or CSC depending on load at the center, See where to File: http://www.uscis.gov/portal/site/uscis/men...00045f3d6a1RCRD
