I keep hearing about this on here but I have no idea what it is? Is it a form? Is there anywhere I can find an example of it? What is this packet 3?

It's a set of forms you need to fill out (or get filled out), along with instructions how to proceed (what to mail back, what to take to medical, etc).

They are mostly the same, but this too varies by country. No need to know what the exact contents are in advance, just follow the directions when it comes.

I'd suggest your fiancée request the police certificate now, and make sure she has vaccination history readily available for her medical. She could also start double checking that she has everything the guides will say she will need for the interview. Mostly, though, just wait to hear from the embassy folk.

Oh, and here's a tip: if you need to call the embassy for something, YOU as the U.S. Citizen should make the long-distance call. Kindly introduce yourself as a U.S. citizen before proceeding with your question. It seems you have much better odds that way...

Be aware that for some consulates, packet 3 is paperwork that must be sent back to the consulate in order to proceed with the scheduling of an interview. For other consulates, nothing needs to be sent to the consulate in order for the interview to be scheduled and packet 3 is paperwork that needs to be brought directly to the interview. Check the information about your specific consulate to find out what their procedure is.
