consent of letter for stepchild age 19 required to travel?

Hi,

I'm trying to find enough information about consent of letter if required from the Embassy in Manila about my stepdaughter who is 19 now. Her mother and the father got married before so now its all null & void. I married to her mother before she turned 18 so would the embassy make the decision for the consent of letter from the father to sign and allow his daughter to immigrate? Please help here with your knowledge of experience. Thank you!

18> is not a minor .. consent is not required

 

As for travel= 18 > are not minors
