2019 DV lottery address

Hello:

 

My brother is filling DV lottery application and he had some questions I couldn't answer for him. First of all he is from Tunisia but he is in Russia now on a student visa to further his studies. So the questions are:

- The address he should put in the application, should it be in the native Russian language or translated to English?

-In case he wins, does the interview occur in Russia or Tunisia? If it's in Russia, can he request a change to Tunisia if he was there at the time?

if selected he will be interviewed where he is living. If he moves he can notify them to have the location changed.
