Had my interview today at the American consulate here in Ghana , even though at the end of my interview , the Co said he has approved my petition , but I need to submit my passport and joint sponsor affidavit to the DHL office with a description letter he gave me , and I should come back for my visa in 2 weeks , I check my status after my interview and it says Refused , what does it mean ?

You were refused because your visa was not issued/ approved at this time. You are now on AP. Once you send in the joint sponsor doc, assuming they are ok, your visa should be issued.
