Currently I'm living in Australia with my husband. My job situation has changed and I will be moving back the US mid-Oct, before he has his visa. Do I put Australia as my domicile? I'll be including a cover letter that explains our situation and I have maintained ties to the US.

US is your domicile.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”
