CR-1 Guidance for SSI recipent Needed ASAP

I have heard that new laws as of 2015 require me to show income prior to marriage. I am an American on SSI but I have a joint sponsor to fill out I-864 I am going to see my love of 8 months on August 1. It has been an online Skype and Facebook. We are wanting to get married ASAP. She has been working as an OFW in Brunei for 2 years and will be home in Negros Occidental.. My question is what documents do I need to get married in the Philippines as well as what documents does she need?
