I am not sure if this is the correct page to post this topic at?

I would like to know, who can file for a Humanitrian visa? In Yemen the war is getting real bad. Many people are without food, fuel, and electricity.

Sounds like you are talking about refugee status, mostly that is handled by the UNHCR.
