If your petition hasn't been approved by USCIS, send a letter of request to the USCIS Service Center (that originally sent you your receipt notice - NOA1) that is processing your case, include the information about your relative i.e name date of birth etc.. attach/add a copy of your naturalization birth certificate and a copy of your case receipt notice - NOA1.

If your petition has already been approved by USCIS, send a letter of request to the National Visa Center including information about your relative i.e name, date of birth etc.. attach/add a copy of your naturalization certificate and a copy of the case approval notice - NOA2. They will upgrade the petition once they receive this and will send the necessary information that is required to continue with the process.

Yes and you may send in a copy of the NVC welcome letter too that has your case number and invoice number.

There is no certain time frame for this. According to my knowledge it usually takes about a month to upgrade but since you are waiting for a case complete it may be a different case for you. Call NVC and make an inquiry.
