I'm US citizen and planning to petition for both parents. Do I have to pay the filing fee $420 twice?

Can I send two i-130 forms (one for each of my parents) as one packet?

Yes, you can make 2 packets and put them inside one big envelope, and yes, you have to pay the 420 fee for each parent.

Two separate I-130s = 2 separate $420 fee. These are separate cases. You will need to create complete sets of supporting documents for each submission. You can send them in the same envelope, but keep the two submissions separate. Attach a check for $420 to each submission. Do not send a single check for the combined amount of $840.

Do not send the I-864 forms until the NVC requests them. After the I-130s are approved, they will be sent to the NVC. The NVC will send you a fee letter for the I-864 and the DS-230, Immigration Visa application. Three days after you pay the fees online, you will return to the website to download instructions and the forms. You will need to send in the I-864 with a unique bar coded coversheet from the website.

Remember that both petitions get processed on their own so include 2 of everything
