Dropped off I-129F package at USPS (overnight): February 11 (with expected Feb 12 delivery) Delivered by USPS to PO Box: February 14 Text message confirming receipt: February 16 (NOA1 Date was February 15 which came in the mail on February 22 or 23)

Previous PCC is still valid so no... I believe it was issued for 6 months but the embassy has always accepted them for up to 1 year. After COVID their policy changed validity to 2 years so we should be well within validity until mid April (regardless of whether they follow 1 year or 2 years).
