No updates. Contacted congress person for the second time and they are contacting USCIS for the second time. I'm now officially outside of the normal processing times. Hired German lawyer to apply for BBG the second time as well as it will expire in two months.

Congress person contacted USCIS and were told that my case is indefinitely held up at the national records and that it is not possible to expedite my non-urgent case.
