Result: Approved but received 221g asking for petitioner 2019 IRS Tax Transcript and 2019 W-2 even though the latter was submitted and visible. The officer is insisting on a 2019 transcript even though the Embassy web site states the most recent tax return and W-2 can be submitted if most recent transcript is not available. Now we are working with lawyers / congressman / IRS to try to get the transcript, which is not yet available due to COVID-related delays causing the IRS to take 6-8 months to process transcripts for returns. Petitioner's tax return was submitted in early June 2020 and still has not been processed.
10/23/20: Mailed 221g response with W-2, 2019 full tax return, letter from attorney, and passport
11/4/20: Received visa via 2Go courier service from Embassy

Our CEAC portal showed the case was in Manila (previously was at NVC) within 1 week. However, it's been 13 days now without any contact from the embassy regarding an interview date.
