Comments : We sent package to Texas in the first place and then it was sent by them to California which should account for the time between the package sent and receipt of NOA1. After we received our NOA2, we did not call the NVC even once. I do not know when the NVC received my case but I do know that my case file was created on 5th February 2020. My fiancé in the US received an email from the NVC with the case number on 18th February 2020 and it is only then that I started tracking it on the CEAC website.
Felt very clueless about what to do after Consulate received the petition and called the Mumbai Consulate helpline number on 25th Feb, 20 who registered a case. Received reply on email on 27th Feb, 20 that they had dispatched packet 4 to my registered address in India on 25th Feb. In this email, they copied out the packet 4 instructions once more. This packet 4 is the same pdf that is available for everyone to see here https://in.usembassy.gov/visas/immigrant-visas/

The DS 160 was easy to get done with. The ustraveldocs website is simple to start with but I was not sure about the payment process. Paid the visa fees through NEFT and tried to book an appointment but the site kept asking me for MRV receipt number. Apparently, the receipt number is auto-generated as and when your payment is processed and automatically pops up on the screen. So I simply logged in the next day and the payment had been processed and MRV receipt auto-filled and I was able to book the biometrics appointment at VAC (Visa application centre) in Kolkata for 1st March 2020 and the consular appointment in Mumbai. The biometrics took less than 5 minutes in Kolkata.

UPDATE: The hard copy of the Packet 4 dated 25th Feb was actually mailed out on 26th Feb by the Consulate and was delivered to my address in Kolkata on 5th March 2020. So I guess calling the helpline number and receiving Packet 4 over email helped me move the process along. The packet has a sort of welcome letter, a pamphlet on rights for alien fiancees in the US and a copy of the 13 pages of the I-129f that was filed.

Update 14 March 2020 - received an email that all visa appointments cancelled due to the Corona outbreak indefinitely.
Update 9 February 2021 - Scheduled Biometric for March 5, 2021, at Kolkata Consulate, India and Consular Appointment at Mumbai Consulate for March 12, 2021.
Update 1 March 2021 - The Indian PCC from Kolkata, WB took 19 days! So maybe apply for the PCC earlier than you had originally planned at least as long as the virus continues to make rounds.
Update 12 March 2021 - Interview did not go well. Got 221g about proof of relationship. Booked an appointment to drop off all requested documents via 221g on 12th April 2021 at Kolkata VAC. Update 12th April 2021 - Submitted my Proof of Relationship + 221g Letter + Passport at Kolkata VAC.
Update 7th June 2021 - Case shifted from Immigrant section to Non Immigrant Section with "Application Received" status.
Update 10th June 2021 - Case updated under Non Immigrant Section with "Administrative Processing" status.
Update 11th June 2021 - K1 visa issued.

Review Date : March 12, 2021
Embassy Review : The consular officer asked me how I met my fiancé. I said online through a travelling community website. He said “weird”. I continued about how our conversation flowed. He said, “I’ve been doing this for a while and this doesn’t seem all that interesting... that a conversation could flow from there?”. I froze. He went away. I stood there for 10 mins. He came back and gave me the 221g refusal with further instructions to submit documents.

@siggy I am not sure if they will send a notification through your email as a matter of practice or not. We waited to hear from them through snail mail, got impatient and on 18th Feb morning, my fiance sent them an email asking about the status of our petition and the very same day around 10 PM they emailed back saying that NVC is forwarding the case to Bombay. All this information was in an attachment in the email with the date 18th Feb. As of now, I am going to appear for the medical in Delhi in mid-March and will book the appointment in a day or two and update my timeline accordingly. Plenty dates are available in April. I applied for my PCC (UK and India for me) as soon as I could after the NOA2 came. So that is taken care of.

This packet 3 business confused me to no ends as well. There seems to be no such thing as packet 3. I still have not received the hard copy of Packet 4. Mentioning in brief what I did after my case reached consulate:- 1 - The day after it reached called 0120-4844644 helpline that please give further instructions. They said to send an email with name, dob, passport no and NVC no to support-india@ustraveldocs.com. Did that. They registered a case and said will reply in 1-2 working days. 2 - Received reply via email after 2 days saying that "we have sent a hard copy of packet 4 to your address, but here is the soft copy of it..." 3 - I had my DS 160 ready already. So I went straight to ustraveldocs website, created an account and fill in all details. 4 - Made K1 payment on 27 Feb through NEFT (Receipt generation takes time so wasn't able to book an appointment). 5 - Logged in again, receipt was generated and auto-filled and proceeded to book appointment. CORRECTION ABOUT EARLIER COMMENT Biometric date appointments are plenty for all consulates - even on Sundays. I booked in Kolkata. The consular appointment is not plenty I am afraid. I booked in March but saw only 2 dates in April and 8-9 openings per day only.

You can apply for your Police verification certificate yes. It depends on country. If it is India I took help from here - https://www.am22tech.com/in/indian-police-clearance-certificate/ I got my India one on the same day within an hour.

The process of getting a PCC in India is something that a small google search will enable you to understand how to go about it. No, you cannot get the medical done right now. All medical test centres will ask to see the visa appointment letter from the consulate.

That is what happened. Took less than 24 hrs. Not sure how it works but guessing it has to do with the US bank account number which is unique to each case if the online articles are to be trusted.

I found the trick of getting MRV automatically after paying the Visa Fee. May be we all get different/unique beneficiary account number that's how it gets updated automatically when payment hits the bank..

Had emailed the concerned department about the validity of PCC and Medical. PCC is valid for 1 year from the date it was issued and medical is good for 6 months after it was done. I think I will have to go through these steps again! :(

Before the request could be submitted by chat was disconnected but after 1 month I got an email asking for evidence for expediting. I just send a pdf of the job offer via fax and my card was approved.
