Thank uouSo I'm not sure I completely understand what packet 3 and 4 are, it seems combined for Ukraine. Within 3 days of the embassy receiving our packet, they emailed us a "packet" saying to follow the steps listed at https://ua.usembassy.gov/visas/immigrant-visas/fiancee-visa/. Also, there is a way to contact the NVC about the case. If you leave your email I can give you more detailed information.

Thank you I have the nvc number it has been there since 1/10/20 I call them all the time, they keep saying they still have it. Our process seems to be taking so long

You can check the online status if you have the NVC number. I didn't get any email notification when they sent it or when it arrived, but it did show an update when I searched the case status using the NVC case number. Best of luck! I recommend that you have the I-134 ready to go because you can basically schedule the interview within a couple days of the embassy receiving the packet (if all your documents are ready). Familiarize yourself with the way the visa needs to be paid for as well.
