Comments : Received NOA2 7/16/19. Emailed nvcinquiry@state.gov 8/23/19. Received email from NVC with case generated 8/27/19. Due to my misunderstanding, I waited to login to their site until 9/14/19, when and when I did I paid the AOS and IV fees immediately. I could probably have done this a few days after receiving their email 8/27. Possibly could have also cut the case generation time by emailing them sooner.
11/6/19 NVC rejected the police certificate because they couldn't understand the date format and thought it was expired. I called and talked to them, the lady explained that they received the English translation I submitted but marked it "not needed" and didn't look at it. I printed them both off on one page and resubmitted it.
1/7/20 they rejected the police certificate again because they decided it's not the right document. I went and consulted with two lawyers who confirmed it is the right document.
1/28/20 submitted the police certificate for the third time with notes about the date and a page from their document finder so they can understand it's the right document and it's current.
4/6/20 received notice of DQ, NVC "will work with consulate to schedule interview"

6/29/21 received letter. 7/2 interview day 1 (submit documents). 7/6 interview day 2 (actual interview). Details: https://www.visajourney.com/forums/topic/766061-two-part-interviews-at-ciudad-juarez/

I emailed nvcinquiry@state.gov on 8/23, and received a response on 8/27 saying the case was generated, with some login credentials. Due to my misunderstanding, I didn't actually login until today, when I realized I could pay the fees. So I just did that. Now it's processing, and once that's over with I can start uploading documents, I think.
