Why havent your i130 been approved yet? Its been 8 months

Is the petitoner a green card holder? Because you guys case is taking way too long of a time it should have been approved by now or a response should have been given by now

She is a us citizen we applied for inquiry and they respond we need an additional review and wait atleast 9.5 months and i know its taking more than normal but i have seen many other people in same situation they just hold whoever they wanna hold
