From my understanding, we will be able to schedule our interview after submitting the DS160. Can we submit the DS160 after we get an email that the NVC approves or do we have to wait until we get the letter from them in the mail?

I called every day after Noa2, you can mark the interview when your status is in transit or ready. A lot of people managed to mark the interview when it was in transit.
