What's the petitioners age if it's 70 or older I can see them doing something like this but I'm very familiar with the Embassy in Manila and have dealt with the Consulars there on 4 different occasions if I could guess I'd say they didn't think the beneficiary convinced them the marriage was real and maybe even something in her response to the interview led to this.

They questioned our time before marriage ,how many times previous married Her age of marriage. We lived together for 2 years after marriage in manila. Not a fake marriage Now wait for denial letter to appeal
