Comments : Note that our case shouldn't be used to compare USCIS and NVC timelines because we intentionally delayed the process so that the interview would be around my wife's graduation date.

During my wife's first interview, they issued a checklist saying more documents were needed (notarized translations of marriage & birth certs and Qatari police certificates) despite the fact the NVC didn't ask for them. So my advice is to not rely on the NVC and always call the embassy way in advance to find out what documents they require. Follow the state department website instructions to find out the police certificates that are needed if the immigrant has lived in multiple countries. And apply EARLY, preferably during the USCIS process.

We tried twice to obtain the Qatari police certificates but they were undeliverable. 1st try the address was wrong, so the US embassy provided a new address. The second time, DHL said it was undeliverable because the Qatari Ministry of the Interior requires the name of a contact within the ministry for all mail (or it will be rejected). In addition, we didn't have my wife's old passport, which the Qatari authorities need. Talk about convoluted. We told the US embassy about the difficulties we experienced and attached proof to the e-mails, so finally they scheduled another interview, which she passed.

The local (Malaysian) staff at the US embassy in Kuala Lumpur were unbelievably rude to my wife. Bunch of idiots. However, the consular officer was nice and polite.
