RFE dated 2008-01-14, RFE letter dated -01-15, received -01-17. Don't forget certified translations of Passport Stamps!!! Mailed RFE in 2008--01-26, Rcvd -01-29. Their Reply 02-08 (lost in the office for 10 days!) Updated web page 02-12 but said case still pending. Rcvd NOA2 dated 02-11 on 02-14. Lena and I agree: Our best Valentine gift ever!!!! But then it got ugly. USCIS CA "SERVICE" CENTER FAILED TO MAIL APPROVED PETITION TO NVC!!! NVC says ask USCIS where it is, it can take 90 days (several calls). USCIS says, yes that is correct (several more calls). At day 89 (2008-05-09) Infopass appointment reveals "SERVICE" Center failed to mail approved petition. Petition touched 5/13, 5/14, 5/15 but no positive statement that package finally was mailed. 2nd INFOPASS appointment 5/23 to verify if package mailed. Told "Inquiry has been resolved." Phone calls again to USCIS help number on 5/27. After no help from operator (again) ask for supervisor who sends email on my behalf to CA "Service" Center. Email received 5/30 that says package mailed to NVC on 5/27, a delay of 107 days which includes 19 days after the first INFOPASS appointment to get the !@#$% package in the mail. Once in the NVC's control they get it out to the Embassy in Kyiv same day, Kyiv extends the petition upon request as they received the hard copy 3 days after the petition expired. By downloading the packet 3/4 material from the Kyiv Embassy web site we are able to make interview appointment same day Embassy receives the petition as they emailed me that they had it and extended the expiration date. A breeze at the Embassy in Kyiv...lots of waiting, less than 5 minutes with the Consular Officer whose only question was, "Do you speak English?" He was relived when the answer was Yes. Told that Visa would be in hand -07-28, received 07-25. A pleasure dealing with Department of State vs. USCIS & Department of Homeland Security's CA Service Center. A beautiful wedding followed a harrowing adventure: late departure from Kyiv, short time in JFK to enter POE, clear customs, check bags and make it to the next flight to LAX.
