Event Description
Review Date : January 7, 2014
Embassy Review : This review is coming from an expedited F2A Visa case.

The overall experience last January 6, 2014 (Monday)was good except from the Filipino Officer. -.-

At around 3:00AM - We left Pampanga.
4:20AM - Arrived at US Embassy Manila, parked our car near the foot bridge.
5:00AM - Went in line
5:45AM - The guard called for the 6:30 appointment.
6:25AM - We were inside the Interview building.
6:50AM - Biometrics. Finger Scanning the officer asked our Name and Date of Birth.
Filipino Consul - I lost track of time now. Our number flashed on the screen. Since our case was expedited. There was still left one missing payment which is the IV fee of my sister. But according to the Officer we haven't paid anything yet, that their system is not showing any payment made by us. But I insisted that we have paid everything except from my sister IV Fee. She let us sit down first and said they will verify it. and time passed. She has called 4 numbers already which took i think 30mins each so I got pissed off already. Even though our number hasnt flashed yet I went to the window and asked her if there are no updates on our case yet. Then she took our files and said its our turn already so I called my 2 sisters and Dad (Petitioner). She said they are still verifying the payment we made and they e-mailed the NVC. And I was like really? The embassy cant call the NVC directly? Then she gave us an option to just interview my older sister because she's the one about to age out (hence we were expedited). But my Dad and I didnt allow it. I showed her the receipt from the ceac website that we already made the payment and its showing "PAID" on it. She still insisted that we havent paid anything yet. So I asked her, you mean to say that the ceac website is not reliable at all? (with an intimidating face expression and voice). Then she rolled her eyes on me then said, Isn't it we're verifyng it. You can't say that the website is not reliable because this is a system issue. I was about to answer back when my Dad held me. I know what he meant by that, he wants me to stay calm. So i just smiled at the officer and said cant you check the ceac website because it's showing paid on us and you're saying that in your "system" it is not? . And by that time she already called her supervisor, the supervisor came. I heard her said, have you experienced such already?. Then she put the microphone off. Then they had an unknown conversation.. The supervisor left then said we will be interviewed now. Thanks God because if we wont, i am ready to go to a fight. :P lol.

She gave us the receipt for the remaining IV fee of my sister. My dad and sis went to the second floor and paid while the officer and I fixed our papers. She asked for our Birth certificates, NBI's and Passports. While fixing the documents she's asking questions like:
How old am I? my Sister? my little Sister?
I said 18, 20, 8.
Who's the Petitioner?
I said my father. She asked is he the one with you? Yes. When did he come home? last December 30 I said.
How many are we leaving?
I said the 3 of us because our oldest brother over-aged.
Where will we go?
Guam
..then my Dad and Sis came back.
the Officer now asked for our Affidavit of support then i gave it to her then while fixing she's asking questions like:
Who's older is it me or my sis?
I pointed at her then my sis said she's older. then the officer said that i looked older. (I think its because i was the one talking the whole time)
And now she made I and sis to sign forms which is the selective service for me and a form for my sister stating that she wont get married before she reached the US. then we gave them back she said now its ok just wait for your number to be called again. We said thank you then I smiled lol. The interview took around 45minutes-1hour.

Now for the American Consul:
It was great! unlike with the filipino. and our interview was fast too. it took around 10 minutes only.

She asked us to raise our right hand and state the oath that is posted on the window. You can choose to read the English version or the Tagalog version.

She asked us if who is the petitioner.
We said our father.
she asked is he the one on the back.
we said Yes. she then looked at father and smiled.
Who are we living with when we get there?
We said our dad only
Then she saw our little sister and she asked her who is nicer is it me or my older sis. and she picked my sister and the officer laughed then said he doesn't look nice at all right? laughed again. we we're laughing too.
thats it she said it seems everything was fine then said we can take our sit now and wait for our number to flash again for the releasing.

So we went back to our sit. At 12noon the man announced that we can have our lunch first and go back at exactly 1pm. So we did. Went back to our car to have some snacks then since i have an internet on phone i checked our status on the ceac website it was 12:30PM and its already showing ISSUED eventhough we havent reached the last step. lol.

12:45PM we want back in.

The windows started operating again at 1:10pm it was funny that the embassy doesn't practice American time lol.

1:30PM We were called at the releasing and the lady said that everything seems fine. She reminded us the expiration of our visas and gave us the form we signed the selective service thing and said that i have to submit it within 1 month of stepping into US land in the nearest post office. Also she reminded my sister about the promise she made that she wont get married before she also step into US land unless her visa will be void. Then said that we can go home already.

And after that very long ang tiring day we went to macapagal blvd to eat at the "dampa" restaurants out there.
