When i visited last July, the queues through immigration were insane. I was queuing for nearly 2 hours. Immigration office was nice and professional. Waiting time was about 2 hours from start to finish for IR-1 visa processing (finger printing, paper work etc) at the Dulles Airport, nothing asked.
